You just have to suspend disbelief a bit more if one of your player's wants
to play one. Just like you have to in order to bring, and usually keep,
most parties together.  

The most common rationale would be that the kid's folks are gone.  The kid
could be "adopted" by one of the older characters, and/or the kid has
nothing to go home to.

Besides - where in the wasted west would you call a safe place to raise a
child?

Anyway, 'tis your game and enjoyment of it that counts.  There are player
concepts that I wouldn't let into my game because it spoils my idea of the
setting.  (mutant babies or mutant animals come to mind).
