It depends a little on the background of the character. If his whole family
was killed or starved to death by the Combine, then it makes sense. If the
player did it because he needed the points and he thought "Great! They're the
bad guys anyway, free points!" then talk it over with the player and let him
know that you don't want to play it that way and he won't get any chips for
it.
Intolerances are from 1-3 points. 1 point means he can tolerate them but
won't go out of his way to offer help, and probably avoids them if possible.
2 points means he's got some serious issues that he needs to settle with them,
and will go out of his way to make their life miserable. 3 points and he's
reaching for his gun at the slightest provocation, as in "The only good
<blank> is a dead <blank>!"
