I think that you may be missing an added twist here.  If HoE is the game setting
where the Reckoners won, possibly Lost Colony will be the setting where they
have not (for the time).  Thus, LC and HoE can take place at the exact
same time...

As far as a new rule book, you'll probably see the same as with HoE: same
core rules but game specific character rules (aliens) and different 
technology rules (space).  I'm sure it will be worth it :)
