Basically, most electronic equipment is broken, due to the EMP's from the bombs. also, anything that
requires a "link to the outside world," such as centralized electricity or TV/radio stations, is
also gone, since places like that either tend to be prime targets in a nuclear attack, or close
enough to them that the computers that run them would be destroyed.  It is still possible to have a
small generator for electricity or to build a TV transmitter.

Now, this part is pure conjecture, but...
It's very likely that whatever followed the Unity through the Tunnel after the Faraway war destroyed
any sattelites they could get their hands on, supposing they were allied with the Reckoners.  This
would make international communication impossible, even if some local communication was possible.
