But can't you see how every game will work unless this
changes?

Step one:  Learn as many rules as possible.  Don't
trade any cards for fear that they might be valuable.

Step two: Try to ditch weak suit and gather strong.

Game locks up.  Everyone submits.  Those who were
dealt or able to obtain strong cards win.


On the other hand, if the suits were more balanced,
you get:

Step one: Either learn as many rules possible, or try
to gather extra cards that will later be useful in
your hand or as trade meat.

Step two: learn some rules, develop a game plan, try
to figure out what other people are trying to do,
maybe even change your plan if it doesn't look like it
will work out.

It's about choices.  Good games have enough choices
that people can make different ones and still have an
equal chance of winning.  Once people traded a few
rules last game, it was clear that no one would win
without white cards.  That leaves exactly one option,
no choice.
