The rule that ended up having the biggest effect was 5, "Each set of 2
orange cards multiples the value of one white card by 3". Another good
rules was 2, "Each set of 2 green cards multiples the value of one red card
by 2", but NO ONE knew how important that was because NO ONE owned 7, "A red
card is worth 5 more than a green card."
I don't think I won because I got lucky and knew the right rule; I knew the
right rules because I knew so many rules. By the end of the game, I knew
3/4 of the rules, but rule 5 was the last one I learned.
It's true that the rules don't treat all cards evenly, but that's the nature
of the game.
The code should be modified to ensure that each rule is owned by at least
one person though.

Having one suit very valuable and another less valuable locks up the game:

White cards give a base of 7 each. Every two orange cards makes one white
card worth 14 more points.
Whoever has the most gets 9. One quarter of the rules related to white
being positive.
> 12 = A green card is worth 2 more than a yellow card.
Yippee. The only thing a yellow card is good for is six points. 1/12th of
the rules related to yellow, and it's not that great.
I think balancing how the suits appear in the rules is a big priority. If
it were yellow that got multiplied by orange cards, or had the bonus for the
most, people might have been able to trade them or use them.
