Samurai are Japanese, correct? Well, even if I'm wrong, the Deadlands
Classic rules only had references of any size to Chinese culture (and
fighting technique), and that was in the Great Maze boxed set, supplanted by
Hexarcana later. No Samurai in either.
But, as was mentioned, if you only need the combat side of it, there are
expanded rules for sword fighting in Hell On Earth books. Templars are all
about the sword. If you are looking for some way to codify and put rules to
the honor system Samurai followed, I'm afraid you won't find it.
