I think that could work, too... Both Gommora and Lost Angels are far 
enough out of solid USA or CSA control but have reasons for the two 
governments to be interested in them. I think if the posse is prepared, 
the interplay between the Rangers and the Agency... combining their 
unique approaches and skills while hiding their alliance from their 
bosses... could be a fun campaign.
