Sure!  Let's say your mad scientist wants to build a
gattling pistol.  He rolls for time, completes the
requisite half of it, and makes his roll.  He gets a
14, which is a base Reliability of 12- on the
blueprint.  He spends the rest of the time, and
completes the blueprint.

He's not happy with a 12- base Reliability, though, so
he decides to try again.  He rolls for time and
completes half of it , like usual.  Now when he rolls
his mad science skill, he adds +1 because of the
previously completed successful blueprint.  Let's say
this time he spends some chips and gets a whopping 29!
 That +1 makes his result a 30, or a base Reliability
of the maximum 19-.  As long as he gets the hand he
needs and complete the other half of the research,
he's got a great blueprint.

Make more sense?  If not let me know and I'll try to
be clearer.
