Actually yes, but it takes a little work.

You see in Ghostbusters your posse is intended to work with 
the Agency(witch my posse, a bunch of southerners, found 
degrading) and capture the ghost whose manitou has gone nuts. 
Anyway they mention the build up of the Referendum in that 
book and give the posse an excuse to hate Gomorra. This all 
does nothing more than smooth things over for Rain o Terror 
in which the referendum and Gomorra play a big part. It will 
take some work but you can play through rain o terror first 
then do some fudging on Ghostbusters to make it all happen 
after the California Referendum without too much hassle. A 
brief warning should be given that if your posse runs into 
big trouble with the Whately's in Rain o terror then you will 
have trouble getting them to talk to Nicodemus during 
ghostbusters. It can be done yes, but it is going to take 
some extra work on your part to gussy up ghostbusters after 
the fact.
