There is an implication of inferiority to a sidekick - that's why they're the sidekick and not the hero. I think a huckster with a huckster sidekick would be fine, but the Marshal should take certain factors into consideration: 1) The sidekick won't be on the same power level as the huckster, and is probably a student or protege, which means he won't know much of anything that the huckster doesn't already know. 2) There's always the opportunity for the sidekick to be one of those sorts who wants to walk before they can run (which is where the multiple backlash that was mentioned previously comes in). 3) Sooner or later, the sidekick may decide it's either time to strike out on his or her own, or worse yet prove they can cut it in the most obvious way: a duel of hexes with their former teacher. Not to mention that hucksters tend to have to lay low, and that's harder to do when there are more of them around, especially if one is a young hot head who's just dying to prove what he or she can do.
