Agreed, that's not very noble behavior for a Texas Ranger, but as in all 
things there can alwyas be bad eggs in any organization.

Perhaps instead of using loved ones as threats against the posse or the 
Harrowed, the Ranger brings the Harrowed and his "friends" in the posse 
evidence of crimes committed when the manitou was in charge (or maybe when 
it wasn't, depending on the Harrowed!).  Alternately, maybe the Ranger has 
organized a "hunting party" to help bring the Harrowed in (or down) - not 
likely, given the way Rangers prefer to operate.  Much more likely is the 
possibility that such a band is coming after the character for reasons of 
their own, and the Ranger can be either the Harrowed's best friend or worst 
enemy at that point.

That's evil, and not very gentlemanly! Rangers are not evil, even if
they're not gentlemen.  :)
