As a long shot, GDW put out a board game to go along with their Space 1888
game called Sky Galleons of Mars.  While the system is now out of print, I
thought the game had the potential to be adapted for purely naval combat.  I
don't know if you might have access to a second hand copy, but it might be
worth a shot.
