Use 5 minute epoxy, be carful with it, but get it smooth and even. after
it dries use a small brush and pant the area.
The epoxy will fill the cracks and chips, the paint will hide the
epoxy.
Do be careful with epoxy, it is a bit permanent. If you haven't glues
much get some small pieces of wood or plastic about the same size, and
experiment gluing them first. Epoxy is good stuff, but needs a fine
touch to use. It is better than super glues in that it fills and
seals the work, and lasts longer.

i have 1 of the hanging judge statues. i was
moving it while painting the house yesterday, and a small piece broke
off. it is 1 of the small 'tentacles' that hang from the back of the gun
belt.
any ideas what glue i should use to repair
it?
