Everybody knows that radomly mixing chemicals will produce one of two 
effects. 1.) it will produce an acid or something that can be used as a 
weapon or 2) It will transform the recipient into a being with super or 
powerful evil powers.

The way I would work it is the first time he throws a bag of chemicals at 
someone they horribly melt, then the next time he tries it have the 
recipiant turn into some horrible powerful super villian
