I'd say yes, if your are skilled at fighting, it don't matter if it a 
formal martial art training or picked up over years of plain old bare 
fisted brawling, if your good, your good.
Picking up martial arts concentration from a brawling concentration just 
means you are adding in formal training and some new moves to what you 
already have that already works.
