It depends -  

If you have a Hero who has 3 in Fight'n: Brawl'n, and she wants to learn
Martial Arts, I believes he wants to buy it at the cost similar to someone
who has Shoot'n: Pistol can get Shoot'n: Rifle.

This will not work, IMHO, because the differences in a formed martial art
versus a brawl are different.  However, if the person has a form of Brawling
with structure, say Fight'n: Wrasslin' or Fight'n: Brawl'n, Maybe a reduced
cost would be acceptable, though not the same as the Shoot'n example, to
demonstrate the person knows about a structure as relates to her ability to
fight and a knowledge of her own fighting potential. Maybe one less Bounty
Point, or two. But not much.
