RE:[DL] southern capital--spoiler

Folks,
In all the hullaballo about spoiler space - (use 'em by the way - PEG goes to
great lengths to keep the player and marshal sections separate, we should do the
same) it seems that the original question was lost.


If I remember correctly - Davis hasn't really stated a reason behind keeping the
Rangers out of Richmond, except for maybe that they aren't needed as Richmond
already has a police force.
