At character creation, when you buy one skill with a concentration,
example: Shootin: Pistol, do you always have to buy other concentrations at
3 bounty points or could you buy the other concentration as a new skill?
Here's my full example: One of my players has a character with shootin:
pistol at 3, but he doesn't have the points to purchase shootin: rifle at
the 3 points for a new concentration. Could he just buy Shootin: Rifle 1 and
develop it seperately from Shootin: Pistol?

I think you are refering to linking a concentration to a related skill. In
which case, no you don't have to link Shootin': rifle with Shootin': pistol,
but it is way cheaper in the long run to do so. If he doesn't have the
points to link rifle with pistol, I'd say he is more than welcome to buy it
as a separate skill, and later if he so chooses (and has the points) he can
link them. Why? Because it is expensive that way!!
My biggest problem with the linking of concentrations is we had a martial
artist what a phenomenal fightin': skill. So whenever he wanted a new HTH
skill with a weapon, he'd just link it to the original & have immediate high
skill in the new weapon. I don't mind linking a new skill to a current
skill of say, 4 or 5, but he built up his fightin' skill to a 9, & started
linking away with MA weapons.
