Nothing wrong with a generic core to a system - Chaosium did this very well. What is less convincing is a totally generic system like D20 or GURPS that tries to force all types of game into the same pattern. For a really successful family of games, I think you need a generic set of basic rules with specific atmospheric rules that enhance the genre you are playing, such as:
-Call of Cthulhu's Sanity Rules
-Deadlands' Cards & Chips
-Vampire's Blood Pool system
-Pendragon's Traits and Passions
All of would be stupid ideas in the other games, but are perfect where they are.
etc.
I hope Savage Worlds is like this, rather than another GURPS

Basically:
1) It's a D20 clone. (Huh?)
2) It's a 'generic' system.
3) It sucks. (It's a stripped down version? Hello?)
4) It rules. (Usually from playtesters and/or the SW list people)
