Ok, so if you actually let the character start with a 5 faith and 5 chi 
and 5 powers from each arcane background, it would be too ugly. If I 
were to have a player who wanted to do it, I would simply limit them in 
some way... probably by saying that they could only take 5 points total 
of faith or chi, and thus only get 5 powers total, or else *maybe* let 
them have a faith and chi of 5, if they took "veteran" of some kind, but 
they could still only take 5 powers total. No matter what, they would 
*not* be able to start with 10 powers.
