Jacks is a term used to signify a pair of face cards.
So the hand requirement for the hexes that list Jacks,
means that you need at least a pair of Jacks, a pair
of Queens, a pair of Kings, or a pair of Aces in order
to cast the hex.
Jacks is not listed in the universal chart of hand
ranks/requirements because it is a special case for
each hex that lists Jacks as a reuirement for casting.
