For background, I'm not familiar with the D20 version of Deadlands... The
following is mostly from DL Classic knowledge and playing in multiple D20
games (all D&D based).

An important thing to remember is the source of a Mads power. The source
will let a lot of things in... If it thinks it'll be interesting.

In DL Classic elixers are a variant of normal gizmos, so this makes sense.
I can't remember off the top of my head how things work, though. THe main
thing, IIRC, is that they have reliability numbers just like gizmos that
are relatively high but must be used every time... It's important to
remember that Mad Scientist is an Arcane Background and their inspired
stuff generally works.... for a while...

Not a bad guess... Possible covered in Way of the New Science, but I
don't have that...
