Its more of a sustaining average than present level.
If it was just a total amount of fear then you could
kill everyone off and then fear would drop to zero as
there would be no one there to be afraid.
Yes the 20 people could make a deadland, but there
would have to be one hell of a fearmonger there to
generate that much of a reaction from the locals, and
then the party needs to be asking themselves why has
everyone not committed suicide, moved off or gone
insane. Then again if they are all still there then
they must be insane and are better off dead.
