[DL] Question on Fear...


Does the fear level of an area represent the total ammount of fear present, 
or more of an average?   As an example, let's say that I am running an area 
that has less than 20 people as its own fear zone, could they potentially 
create the calibur of fear to make a deadland, or are there simply not 
enough people there to do so?
