[DL] the Marshal's Fate Chips [PEG]

Does the Marshal keep track of his fate chips from
session to session?

According to the player's guide it says the players
should keep track of their fate chips at the end of
the session so they know what to start with in the
next session, but it doesn't explicitly state that the
marshal should keep track of his own.
I only ask because I've been running my game for about
7 or 8 weeks and at the start of my session today I
had 4 blue, 3 red, and 18 white chips. The session
before that I started with 4 blue, 2 red, and 14
white. And I AM spending chips. I've spent chips like
crazy. Today I deliberately spent chips just to get my
numbers down to a reasonable size.
So, what's the official tag line on this? Do marshals
keep their chips from session to session?
Between black jokers, players' red chips and drawing
three at the start of every session I would probably
expect a "no".
