Hey all,

         One of the main things separating a state from a territory is how lawless it is.  A prime example is AZ: it took the Arizona Rangers nine years to "pacify" Indian raiders, apprehend most of the notable outlaws, and cut down on rustling.  The time this happened, however, was 1901-1910.
         And you need to remember that California has the Mexican Army (and Santa Anna's Army of the Dead) at its door step, Reverend Grimm, and both the armed forces of the Confederacy and the Union in it.   Plus, there is also the Rain o' Terror adventure to deal with, which dealt on whether or not it joined the Union or the Confederacy.
