I assumed that, like a lot of legal wrangling in the west, there's a lot 
of fudging involved. I ran an election scenario (a small border county 
in Kansas was voted into the Confederacy, which likely won't last long.

The main voting booth took place in the single building that holds all 
the local government for this town in my scenario.

At least in the west, I'd assume the town sherrif would oversee things 
and it'd be difficult to vote in someplace where you weren't known.

Oh, tons. In my case, the mayor was not in immediate danger of losing 
his job, but of course he got killed the night of the election. 
Prompting the next plot line...

Also, I run in a game store and at the time, it was the store's 
(currently on hiatus due to the store not having a location) midnight 
madness event so we had all sorts of gamers playing miniatures games, 
card games, etc.

I let everyone in the store vote, plus a few votes determined by various 
posse actions. I.E. defeating a minor threat and saving townsfolk earned 
a few votes.

It was a great time for all...
