         As the Honorable Mr. Seyberth indicated, it's an *optional* rule, 
and the procedure your describe remains official.
         I did propose making this optional rule the official one in LS, 
but this was vetoed by The Man himself. Therefore, an optional rule it is 
destined to remain.
