Not to confuse this guy anymore.  But I thougth the accumelatted ruling said 
that Points earned from Hinderances and Point recieved from Smart + Know + 
cog were exactly the same.  And that being the case you can use that total 
pool of points(S+K+C+Hindrances) to buy both Skills and Edges.  Anyways 
thats how my group does it and it doesn't seem to hurt anything(Although 
edges are handy, most players will find having better skills is more useful 
for the most part)
