Well, in theory, you still could complain if you like a very rules-light
approach.  I know a lot of people who really like the Deadlands setting
but find all thre current flavors too "rulesy" (I'm not one of these
people, mind).
But that's easy to fix...FUDGE is just as open-source as d20...
