One of the most elegant things about Feng Shui is the concept of paying 
attention to the destination, and not the journey.  It separates the 
mechanics of the result from the description of the action.

Could the martial artist have just as easily moved to behind the mummy, and 
then kicked him?
Yeah - sounds like it.

Was the martial artist trying to gain anything more than just a regular 
attack in.
No.

Given that, then there is no reason to raise his TN.  By raising his TN, 
you are telling the player that creativity will be punished.

Now if he wanted to gain an advantage, like bypassing the mummy's passive 
defense, then go ahead and assign an appropriate penalty.
