Yes they do but they don't come in different denominations and they function
very differently. By spending a chip you may reroll a failed roll or reduce
your current damage by 1d6 hp.

You only get one per session, the Marshal doesn't get any at all, and you
can only earn 1-3 more per session for heroics, good roleplay, etc.
