  I do agree that it would make things more difficult
for the player who had this Hindrance from either
choosing it or having it put on them as a mysterious
background.  But there are other game mechanics that
make it difficult on players and some that make things
easier, that's the nature of the beast.
  I appreciate your input though and I can see your
point on how it might be a waste of chips.
