Chips CAN be spent on damage... but only in hand-to-hand combat... and
only on the Strength part of the roll... that's it
I use a few rule as a Marshall when it comes to chips.
1. Draw chips just like the players. The only difference is that when
the adventure is over, any leftover chips go back into the pot.
2. Players have been known to give me chips for being particularly
witty. This is very strange, but it happens quite a few times during my
campaigns.
3. I NEVER completely absorb a bad-guys wound with chips (with the only
exception being if it is a light wound). The reason is, if I have a lot
of chips (which I sometime do) I can make my villains pretty invincible
for a couple of rounds. And all good villains have a group of thugs of
their own.

That's only for skill rolls.

No can do. Chips can't be spent on damage.
