Well, if he's that rotten, convince your players that lynching is too 
good for him.  A quick death instead pf a long–term punishment that 
would haunt him all the more.

Depending how much they know about the Deadlands 'cosmology' you could 
point out to them that things like lynchings play into the hands of the 
Recloners, bringing out the worst (hatred and fear) in people, etc...
