Well the incident took place in Junkyard so I would go with Gentiles as being the victims.  However I wondered if the Mormons might play the incident as being more important because the shooter was a Union man, in order to gain something from the Union (possibly one of their own men captured by the Union as a straight swap?)  BTW The Deputy had already announced himself to Sheriff Waters - so they know that he is in town.

Officially his only crime that they know of is shooting the friend of the Deputy Marshal for an unspecified reason.  Effectively the plot is as follows;

The gentleman (he gave his name as Beauregard - but he's not the one from RoB) was part of a Bayou Vermillion spy team in CoG.  They are trying to get access to one of Hellstrommes plants for a look around, however have had no results so far.  They hear that the posse are currently investigating a break in at one of the plants and so want to find out more, who it was that achieved it? and how they managed it? etc.  To this end they gather a number of zombies together and ambush the posse eventually kidnapping one of them when he falls unconscious.  Through some investigation they manage to find out that Beauregard uses the Ledge as a meeting place.  They stake the place out and eventually he enters and meets up with another guy (James).  The 3 remaining posse members walk over and join them - one of them poking a pistol in Beauregards ribs.  After much discussion the posse eventually let James leave.  After he leaves the Deputy realises that Beauregard has relaxed visibly.  Thus ensues a chase between the Chinese MA posse member and James across the ducts of Junkyard - but James escapes.  The Deputy, who has a bit of a temper, is furious at being duped, however the other posse member (the one holding the pistol) persuades him to back off and he will get the information out of Beauregard, so the Deputy backs off.  After failing an Overawe pathetically, Beauregard ups his volume and complains bitterly to all around that the pose member has pulled a gun on him for no reason.  The posse member quickly holsters his weapon and says "No I haven't".  Beauregard says in his normal tone "Right enough, it must have been me with the gun then" and quickdraws his pistol and fans 5 bullets into the posse member.  The posse member crumples (but survives after being 1 round away from bleeding to death) and Beauregard nonchalantly hops over him and makes a dash for the door.  However the Deputy standing back, pulls his gattling pistols in the next round and fills Beauregard full of holes (plus bystanders) before he can move any further.  The barman pulls his shotgun and says to everyone to drop their weapons - at which point the Deputy runs out the door.

The posse have an inkling into who employed Beauregard but no one has voiced any theories yet.

The player thought up the fact that he was going to be a special one off Deputy, who was hand picked for the assignment of tracking down and dealing with this other "bad" Indian.  No real input from me - except his motivations fitted in with my plot without too much trouble.  I was really just wondering if a trigger happy Deputy who was highly publicised when deputised (look we're an equal opportunity Indian employer) would be an embarrassment for the Union, and whether they would like the incident shushed up.

Uriah the crazy Indian (no relation to the one in our posse with the twin gattling pistols :)  ) suggested that there might be a US Marshal's office within CoG, what does anyone else think of this? Is it likely?
