I don't know VB, but here's an easy way of doing it:
just keep a list of all the cards that have been drawn.
ex: array of 54 numbers, put a 0 by default, a 1 whenever the card is drawn.
puts back to 0 whenever the deck is shuffled.
Though I don't know if there are all that many Marshals who would have a
computer nearby and would want to do. I think it kinds of ruins the
atmosphere a bit as well. Of course in a PBEM it could get a bit more
interesting, especially if you can have a way of having the player draw the
cards and the Marshal knowing the drawing is legit.
