    Yes, of course. "1 Wind/round" is a fairly common hex duration and 
clearly refers to game rounds. If it were 1 Wind per bullet, I'd write "1 
Wind/bullet."
    Though there's no reason you couldn't change the hex to work that way if 
you wanted to. Or you could make it Wind/bullet or whatever else you liked.
