I haven't read this adventure (haven't read most of them actually), but I'd
suggest making one of the vital components absolutely repugnant to a hero.
You know: in order to work the gizmo needs the heart of an infant or
something equally as horrible. See, that's why they're *villainous* mad
scientists.

That way, your heroes can always build it if they really want to, but
they'll be doing more harm than good, and usually heroes don't go in for
harming innocents.
