I didn't write the original post but here's what came
immediately to mind. So let's say the players find
out about this group of grave robbers and their plan
to go for the dead president.
They thwart the plan but in the process find out that
the casket is indeed empty. The Agency in a quick
attempt to cover their butts accuses the players of
stealing the bodies themselves.
And Voila! Instant campaign. The players are now on
the run from the Agency and their faced with finding
the through about the missing dead president.
This was great idea! I think I may just have to use
it.
