Basically, as I see it, 'Mean' implies that they're generally not polite people, and are more apt to get irritable and pissy than say, your average priest character. Bloodthirsty probably does mean he'll pretty much slay any wounded enemy, but as a Marshal, given this scenario, I would make enemies have information valuable to the players so that killing them would drive them away from the plot.
Realistically, in the old west, I think most gunslingers would be apt to slay one of their enemies any chance they get. Maybe a hindrance such as "Code of Honor" (don't know exact Hindrance, again have no book available) would be in order so that they couldn't shoot their enemies in the back nor shoot them when they're already wounded and unable to defend themselves. That way, they could be wanting to kill, but incapable of doing so outside of an appropriate situation.
Gotta go, exam in less than 1/2 hour. Need to start studying :)
