give it to him.  Shouldn't be THAT hard to find a sword in the WW.  Be glad
he isn't asking for something really strange.  I asked my HOE DM (when we
were briefly playing it) for a lightsaber and got one after a bit of
questing and bugging the hell out of junkers.

If he's willing to burn the EXP on getting proficient with a weapon that is
not really going to do him much good most of the time, more power to him...
