I agree with this, but it could be justified that the manitou does not
actually grant the Harrowed powers, but that the Harrowed learns to draw
some of the manitou's energy to develop into and use as powers, much
like a Huckster uses a manitou's energy to power his or her hexes.

*Technically*, since they aren't natural and are infested with a demon,
the Harrowed could be considered abominations. It's a fine line. Once
they start killing innocent people and eating babies, they've crossed
it. Probably when he loses Dominion completely and becomes an NPC,
unless you give them a chance to get Dominion back, but that would
entail something really nasty to give them a chance to break free of
being a prisoner in their own skull.
