Yep. From HOE, that is, but it probably should have been pinned down in the Marshal's Handbook for DL as well, since it's not quite intuitive. Here it is, from Monsters, Muties, and Misfits, page 52:

Size 9-10: +1
Size 11-12: +2
Size 13-14: +3
Size 15-16: +4
Size 16-17: +5
Size 18+: +6
