I have been arguing with myself if i should respond to this post, because my answer is inextricably linked with my views on what happened during the Bicentenial Battle, and the ANSWERS that are forthcoming from Matt.  I decided to send it (at last), because several of you have sent me private emails asking what I plan on doing with BNW in the future.  One last warning, I have embraced the universal structure as laid out in Bargainers.  If you didn't like that suppliment, you are gonna HATE this.

My plans are all linked with my take on what happened during the Bicentenial Battle.  If you remember this discussion from past posts, keep reading, some new stuff is here.  It is my belief that the Devestator's Bomb was the first successful Bargainer/Gadgeteer hybrid device.  It was supplied by Regan to the Devestator on orders of Facade, who was getting nervous about Superior's attitude about where the country was going.  The bargain was simple:  the lives of all the poeple in Chicago for the removal of all Alphas that could threaten his power.  What the bomb did was to send the city into another dimension, where they should not be able to return.

This did not work out the waty it was supposed to, because of what gives a Delta (or Alpha) their powers. It is my belief that what gives a Delta their powers is a side effect of cross planar contamination that can occur when the soul leaves the body  at the point of death.  Basically, when the soul is about to move on to its next state (Heaven, Hell, Nirvanna, Reincarnation, Whatever), a small, temporary tear in the fabric of reality happens.  This allows the soul to go where it has to go.  Occasionally, a powerful spirit (demon, angel, or something else) can use this tear to force its way to earth.  It combines with the soul , which as a result of this process remains with the body, sustaining life.  This process is VERY difficult.  This is why the first Deltas (and ESPECIALLY Aplhas like Iron Mask and Superior) are so powerful.  The first few attachments were the hardest, and only the strongest Entities could accomplish it.  The stronger the entity, the stronger the powers.  This also explains why similar powers result from similar experiences.  These Entities are drawn to specific circumstances.  Finally, the more of these Entities that are present on the Earth, the easier it is for more to occur.  This explains why the number of Deltas is increasing.

Ok .. back to Chicago in the OTHER dimension.  When Chicago was removed from Earth, the people were effectively on the other side of the barrier that made Entity Attachment so difficult, and for the first time, a near death experience WASN'T needed to allow attachment.  Basically, the vast majority of Chicago's citizens got powers.  Millions of instant Deltas, and most of them had only ONE desire, to get back to Earth.  

Unfortunately, this also put them smack in the middle of the war between Heaven and Hell.  That many powered individuals shifted the balance of powers across the multiverse.  It is ironic that Chicago materialized in a dimension that had been ravaged by direct confrontation of the War.  After seeing the extreme, fanatic, and often identical actions (and atrrocities) carried out by both sides,  Superior and the majority of Chicagoans decided to declare themselves neutral and anti-belligerents.  Basically, they acted as a peace keeping force on this plane -- allowing a semblance of normality to return to where they were.  As the years passed, they succeeded in dreiving the forces of Heaven and Hell off their new home, and they began searching for a way back to Earth.  They also were forced to continue meddling in the War, as both sides were rather upset with them.  This has resulted in a rather binding alliance of the so called neutral planes, and the rising of a third power block in the Multiverse.  Things they are a-changing.

Several things are going to happen when Chicago FINALLY finds its way back to Earth.  First, Facade is screwed.  Superior knows his secrets, and will expose him for the fiend he is.  Second, the millions of empowered Chicagoans will result in a demographic shift that basically makes the Delta Registration Act untenable.  Fascism is dead in the United States.  Finally, The Neutral Alliance declares Earth a protected plane.  Hands off to Heaven and Hell ... Earth becomes a kind of Casablanca for the Multiverse ... the Crossroads of Reality.

I know that this doesn't really address the topic of how to handle Alphas, but I wanted to get my ideas out there, before Matt blows me out of the water with the REAL ones.
