I would say no..the effects are primarily cosmetic. Growing/changing a new set
of reproductive organs would be a serious genetic/biological change.

I would allow any characters, but keep an eye out on what they're doing. One,
warn that the TimeTripper is a ton of paperwork and might prove more annoying
than it's worth. Also if all the players are making heavy combat guys
(blasters, scrappers, etc) and one person decides on the Forger you might want
to suggest either switching packages or coming up with a very good back story as
far as why they're with the group. Personally I wouldn't ban any packages
however. It is a lot of fun to give them as much variety as you can.

I would say 3, since the wings can be easily concealed.

For new players you want to give them a bit of a variety of encounters. I
always like throwing them into one combat fairly quickly, but make it very easy
for the good guys to win. (like Goblins in DnD). That gives the players a
chance to learn the combat and skill rules.
On Delta World I would suggest the Warpath adventure. It's simple and can be
accomplished by a group of any level. (and I'm only plugging my site becuase
it's the one I know the adventures on...)
