Isn't the -3 obvious for something that is plainly obvious, but can be
covered up? That's what this sounds like to me. There are plenty of
situations where a non-winged flyer would not be obvious (airwalking,
talking to someone over a barrier, etc.) Another thing to consider is that
the wings would make the flyer fairly unique and easy to spot:
"It's a flyer?"
"Which one?"
"The one with the silver wings."
"Oh, him."

Granted there probably aren't a ton of flyers in any given place to get
mixed up, but having something like that is definitely going to make them
stand out in a crowd.

Finally, it doesn't seem right not to give some points for it. It
definitely puts them at a disadvantage beyond what a normal flyer has
(they have to cover up scars, worry about being able to extend their
wings, tearing their clothes everytime they want to take off, etc.) so the
player should get some points for it.
