Depends on how you're running Vampires in your campaign.  Matt has said a few
times that Vampires are just a really wierd Delta type.

So if you're going by that type than no they can't be.  Although an alpha level
Vampire/other Delta Mix could be possible.  (maybe they have a Dracula-type
locked up in New Alcatraz)

However, if you want to use Vampires as more of a supernatural plague type
(like if you were running a more horror-ish game) than the possibility is
there.  It would make a very nasty enemy.
Also there is always the possibility that when the Vampire abilities manifest
that they alter the powers as well.  It might actually help a Bargainer, but
could cause nasty side-effects to start showing up in a Healer.

So, basically my answer is yes if you don't mind the risks and breaking a few
rules.
