Two Ideas:

1. since it's in the South perhaps it was influenced by the radiation from
the Atlanta ruins.  (ie, the radiation cuased a larger than normal
possibility of Awakening).   This is very "Marvel Mutants" but it could
work.

2.  A secret DP or Evil Unlimited base is near the city and has been doing
some heavy experimentation resulting in a lot of Awakenings in the area.

Anyways, those are a couple of ideas...
